unable to view a new status value

Dear All,
Maximo 7.1 (Maximo for Service Provider), db2, Web Sphere 6.1 , Microsoft Server 2000 sp2
I want to add a new status 'OUTOFSCP' value  in incident status list which default contains 'NEW', PENDING, QUEUED, INPROG, CLOSED'. I want to allow users who had been granted 'Incident application' should use this new status value for those incidents records which do not qualify to provide them services by our company. It means in future I can see how man incidents in incident application, which have been marked 'OUTOFSCP' status. Later on our company could  revise the agreement with client to provide services on equipment maintenance. 
Therefore, for creating a new status 'OUTOFSCP' that should reflect in change status list(means including default statuses) in incident application.  
I went into domains application and search domain with 'INCIDENTSTATUS', clicked the domainid, clicked 'new row' button. A blank row appeared and I filled row with such information;
Internal Value=CLOSED, Value=OUTOFSCP, Description=Out Of Scope work, Default=not marked, Organization=blank and Site=blank. Finally I clicked 'OK' button so now one new status 'OUTOFSCP' has been added in status list. 
When I went into incident application, selected the particular incident record and clicked on change status now I can see a new status 'OUTOFSCP' is shown and assigned this new status to a particular incident. Now I have tested a new status is being show in incident application.
I called my user please use a new status 'OUTOFSCP' to an incident. BUT MY USER SAYS 'HE CAN NOT SEE THIS NEW STATUS BY CLICKING CHANGE STATUS OPTION IN INCIDENT' . 
I am surprised why my user can not see a new status 'OUTOFSCP' in status list of incident application: whereas I can see?
Kindly help me to fix this issue, I will appreciate your cooperation in advance.

Hi,
First try having the user log out and back in.
Next do you have more than one application server?
If so you may need to restart those application servers.
Also check for any data restrictions on the incident application for any security groups.
