BMXAA4214E when activating escalation for WORKORDER

When
trying to activate an escalation receive this error:
BMXAA4214E - An unknown error has occurred.
Please contact your system administrator for assistance.
 
Validation of an escalation also causes this error.
 
Also I believe I have narrowed it down to:
Applies To: WORKORDER
All the other escalations can be enabled and validated fine.
If an escalation for WORKORDER is currently working and we
disable it we then cannot start it again.
I can activate it with SQL and restart the JVM but if i disable it, then i cannot restart it again.
Any thoughts would be very helpful.
