What is the easiest way to connect Maximo to OPC UA server using MEA?
Can I connect using SOAP web service to OPC UA server ? I guess I will need some interface software, right ?

The standard function of MEA is not able to do that. You need additional works.
Regarding "connect" method, I suppose that you need to extract the data from OPC Server and import the data into maximo. So maximo can read the data and use the data for Condition Monitoring or PM Meter based.
Based on my experiences, I've integrated some of meter/gauge/characteristic based from power plant into maximo.
The concept is very simple, Basically the OPC Server will extract the data as txt, csv, excel format. You need to make a simple software/program that use maximo business object to read the extracted file and import the data into maximo. The program can talk directly to maximo without involving MEA/MIF method.
As you know, you cannot "Insert into" directly to database
