As others have stated, it really depends on how your organization uses the status codes. Having the PM generate to WSCH allows you to quickly differentiate it from a PM type workout that was manually generated because an issue was found that needs repair but is not a failure of the asset which would use an FM work order to repair.
The answer also depends on why the request was made. The need to have them generate to APPR status may be some business need that supersedes the need to generate them to WSCH. Either way, it should be a managed change to ensure it is being done for the right reasons and not just a request that will meet one person or groups needs at the expense of others.
