My response Fr IBM.
The issue has been sent up to L3 to investigate further and find the exact cause. Seems to be related to an IE bug or issue.
In the meantime, there is a workaround that will help alleviate the issue.
Log in to Maximo from the front end as an admin user.
Go to -> System Configuration -> System Properties -> Filter for webclient.exitwarn -> Set global value to 0 -> Save -> Select the checkbox for this property -> Select Action -> Live Refresh -> Ok.
After changing the property log out and log back in and the leave page warning will be gone.
By changing this property, it will not warn users when they close the browser, however.

The only issue is that if you look at that KB article you will see that
this security update fixes a lot of critical (remote code execution)
vulnerabilities which are said to be getting exploited in the wild. So
removing the update was not an option for my organization. The risk is too
high. Hopefully you have a good firewall / filtering proxy server between
your end-users and the net.
On the bright side Firefox, Chrome (though not officially supported), and
Safari are still working so another option might be to install Firefox vs
removing the Microsoft hotfix.
I sure hope IBM gets back to me soon. I had asked for a status update last
night about 7:00pm EDST only to be told (about 30 minutes ago): "I have
forwarded your request to L3. I will let you know when there is an update."

Hi Lonnie,
I just received the same response from IBM's L3 response and I can confirm
that setting the "webclient.exitwarn" system property to 0 does indeed
prevent the pop-up dialogs.
Seems like they did a cut and paste between our emails because the text is
byte-for-byte.

The steps posted in the KB doc:
There is a solution to this problem that involves changing a system
property setting and requires no Maximo restart or reload. Just a logout
and login from the users.
* Log in to the front end of Maximo with an administrative user (eg.
maxadmin).
* Use the Go To menu to navigate to the System Configuration then
System Properties.
* In the System Properties application, filter for
webclient.exitwarn.
* Change the global value from 1 to 0 then click the Save icon.
* Select the checkbox beside this property and go to the Select
Action menu and select Live Refresh. Click Ok.
* After the live refresh has completed, log out and log back in. The
popup should no longer appear.
