Ikeyman should be located in your bin folder of the websphere directory..
The way i understand is that this only applies if you middlewear and app server are on 2 different servers, but just incase i reset my passwords and the only ones i found that did expire are under webshpere/httpserver/plugins (naming maybe a little off)..
