You can require an inspection of these items by using the poline.inspectionrequired functionality.
This is basically a two step receipt process. You receive physically in your warehouse which is the first step in the receipt process, you inspect the coal, and upon pass or failure of the inspection, you increment your inventory/or return to vendor which is the second step of the receipt process. The inventory balance isn't incremented until the inspection is completed.
Also note that the Inspection Required flag can be set in the Item Master,
and pass to the PO line automatically. It's not on the screen by default,
so you'll have to add it if you want that.

You may be able to add some check obxes to the receipts saying the QA checks had been completed before allowing the receipt to be approved.
When receiveing raw materials they generally want to see the values for the receipt checks.
Maybe add these as fields to the receipt lines and until they are filled in you don't give the user access to the receipt approval.
I have QA checks on work orders since we are a food plant and if we work on the facility we always have three checks we have to complete before completing the work. I added the check boxes and then have a conditional check to allow the complete status to be used only when the check box are completed.
Just a thought.
