On the Frequency tab there is a checkbox that says "Use Last WO's Start Information to Calculate Next Due Frequency?". Uncheck that box and it should resolve your issue.

I think in that case the next work order will get generated only when the previous work order gets closed. The new scheduling add-on would be the right fit for this.
