It looks like the conditional expression manager is not the problem. :(
Apologies for not realising this earlier.
The act of adding the signature option to the pushbutton (Without any conditions) is hiding the button when there are no PR lines.
To recap.
I have created a Signature Option in the PR APP to show the add row button
I have applied that to the New Row button on the PR Lines tab in Application designer.
I have activated the signature option for the security group of the user.
Without any conditional expression the button is showing for all pr's with lines - if there are no lines the button is missing.
Is there something wrong with the approach I am taking to enable control over the New Row button?

Let's forget the NULL / IS NULL part for a second.
You can reliably hide that button for cases where prlines exist and do not? If not, let's work with a simpler conditional expression, like a default site equal to something. This is something any logged-in user can change.
Once you can reliably flick it on and off, we've got it.

No, that's the right approach, but for what you want, I can verify that it isn't working. I'm not sure why it's behaving that way.
