I'm struggling with exactly the same question, and agree that you may want to use "Custodian" for some other purpose.
I am thinking of using Location Attributes through classifications to assign different types of custodians.
Our Construction people divide the city into two areas, the Maintenance people divide the city into four areas, and there's probably some group I don't know about yet that divides it into three!
