- Create new rule in enterprise service with Action = SET
- Click on Sub-record fields
- Click new row in dialogue box
- Select your field Revnumber
- Enter 0 in value box
- Check replace when null box- Very Imp for your case.

I attempted that exact route and it didn't work Maximo 7.5.0.5.
Here's my note when I did it
POU - Processing rules added
Added Rule= REVNUM
Action = Set
Set sub-record fields
Field: REVISIONNUM
Replace when null? Checked
Value:0
