When you say manage do you men from an inventory perspective? Purchsing, receipts, issuances and then reorder?
If your answer is yes, then this is all core Maximo functionality, it is just another inventory item. I implemented Maximo at a steel mill and we managed all our raw materials in Maximo: coal, carbon, lime, etc .... We just set up a raw materials store room because we wanted limited access to it and away we went. Let me know what you think is unique about the coal and I would be glad to help you out.

One problem we have is not knowing how much coal has been received. Our plant measures coal in tons but receives it by the railroad car. A railroad car may have from 80-115 tons of coal in it, but since we do not have the ability to weigh the railroad cars when they arrive, we have to trust that the amount on the vendor's invoice is what is actually received. Another (relatively infrequent) problem that occurs in winter is that sometimes some of the coal is frozen in the railroad car and won't come out. After failing to dislodge the frozen coal, the crew eventually give up and has Norfolk Southern retrieve the car.
Another problem is not knowing the physical count. There are two 5000 ton silos that hold the coal and they have unreliable sensors that indicate how full (in percentage) each silo is. To truly get an accurate measurement, a technician has to go to the top of the silo with a measuring tape and measure how far the top of the coal is from the top of the silo. When coal is transferred ("issued") to a day bunker, they don't know how much was transferred, other than topping off what was already there.
