If the only issue you are facing is the need for offline use, I'd strongly suggest that you look at other products that provide this functionality (Syclo/SAP Work Manager, DataSplice, Maximo Anywhere, etc.) This would use less resources on the client, the end user will have a better experience and will be a lot easier to manage in the long run. I guesstimate that the cost savings on support alone would cover the licensing costs for these products.
