Nope, that's exactly what I did... several times. ;-)
As soon as there was an entry on SCTEMPLATE table, I could modify/create the Start Center. Delete the insert I made from the Demo DB and the ability to create a Start Center from scratch disappears.
Submitted ticked to IBM.
