If you go to a new job as Maintenance Manager at factory
which have run to failure culture, and all work is reactive, and there is no work order system, no PM or PdM. What is the first thing you should do?

This not a short answer.
»» Find some new friends. Are there any other believers in the organization who have maintenance management background. Start building a plan on paper.
»» Create the vision & mission statement. Create hierarchical goals/objectives. Figure out how to get these implemented/enforced.
»» Perform benchmarking. Go visit another maintenance facility.
»» Verify proper staffing levels, and skill-sets. Assess maintenance backlog. Start recording all work - even if after the fact.
»» Ensure foundation data in place. Assets, locations, inventory, job plans/PMs, failure/problem codes. Obviously you need EAM software. But worse case, you start with MS Access.
»» Establish CMMS business rules & procedures
»» Change management e.g. culture change may be your hardest challenge.
»» Don't be afraid to ask for outside help
