Is there a table that records active user on the ticket....?

Hi,..
Is there a table that keeps track of whether or not some one is actively in the ticket?...
for example, I want to create an escalation that picks up new tickets and puts them in a workflow. Currently the user may still be in the ticket adding details and the escalation will take the ticket from the user and they will receive the 'refetch record and try again' message.
I can't use the auto initiate option on the workflow as I only want certain tickets to go in to this workflow,

I don't think there is such a table, maybe someone else can weigh in on
that.
But if there isn't, my idea would be to create a new column that would act
as a flag for when the user is done entering the ticket. You could create a
simple autoinitiate workflow that sets this column to 1 when the user
submits the ticket. That way you would know when they were done with it.
