In Maximo 7.x I have had some tools entered into Item Master Application instead of Tools Application. Short of changing the itemtype in the item table from `ITEM' to `TOOL' in SQL is there something I am missing for correcting this. And because this is a transition I cannot, though I wish, change the item number and the make incorrect one obsolete. And if someone has done this has there been any later issues?

Been there (on 6.x). I **think** all you have to do is a back-end change to make the ITEMTYPE attribute to have a value of TOOL and set the CAPITALIZED attribute to have a value of 1 (all tools are treated as capitalized). As with all back-end changes, test first!
Or, can you delete it through Item Master and re-create it with the same item number in Tools?
