Attachments via Webservices, no blue URL link

Hi,
When I receive an attachment via webservices,... I see the attachment on the ticket, and it is saved on the app server under attachments, but there is no blue URL link when trying to open the attachment from the incident. If I manually attach an attachment, the blue link appears and I can open it ok,..
I have checked both the DOCLINKS and DOCINFO table comparing a working ticket and a non working ticket and they both appear to be the same,...
Anyone had a similar issue?

It seems that if the name entered on the attachment is longer than 40 characters, the link is not available....
Anyone know if this limit can be changed, and if so where to change it?
