Subject: Planners & Planning Effectiveness
I would start with the definition of a Planner/Scheduler (as opposed to an expediter or admin clerk). Is this role clearly defined? Are they allowed to properly plan and develop a work package? And manage/trend the backlog? Just like reliability, planning effectiveness involves more than just the planner position. We can setup numerous KPIs (and other metrics) to measure their ability to properly plan a work order (e.g. actuals vs. estimate; stock parts identification; safety/hazard identification), but I would also focus on EAM system feedback. Does it exist? Is this process only verbal?
In my experiences, this is a leading practice whereby the maintenance trades, supervisors and others provide feedback on an EAM system work order record. This entry normally occurs at end of the job. As most EAM/ERP systems already have these fields, or can be configured, the real discussion is on setting up the process. Then ask, is the maintenance organization willing to provide this feedback?
In the past, EAM system work order completion [only] meant (1) enter actual manhours/materials, (2) actions performed, and (3) failure coding. Sometimes the trades would also enter a long descriptive/narrative of what problems they saw and suggestions for improvement. I believe all of the above is good, but …… this can be greatly improved by also capturing actionable data. This is done by setting up Yes/No fields and "validated fields". Examples of this include asset condition, correct maintenance strategy?, correct PM frequency?, design issue(Y/N), safety/environmental issue?, maintainability/engineering issue?, missing problem code, missing asset registry number, and missing Location hierarchy record. With the aging workplace, it is all the more imperative to start creating a true EAM system knowledge base. Actionable data can be escalated, routed for review, and tracked using SQL statements. Pre-approved review routes (workflows) can be setup. An Action Tracking system can be setup. I would also have a Reliability Team - but that is another discussion.
