Is IBM the best site for finding white papers on Maximo 7.1.1.5? I will working with 7 soon and want to do some research on implementation and what is new with 7.

There are quite a few software companies that support Maximo and give out some white papers, but IMO the best source to date has been IBM. Here are couple of good starts:
