Subject: How to introduce accountability into a Maintenance organization
There was a recent article with this topic in Maintenance Technology (Sept 2011) but he was only referring to the "maintenance side" of the business.
This topic made me think of what he "didn't say".
I am discussing how to get O&M committed to an accurate database for the EAM system. Accurate data precedes everything else unless you really don't plan to automate anything. Below is a list of several ways to enhance accountability and responsibility:
~~ Conduct end game training with working level
~~ Clearly identify business rules, and CMMS procedures
~~ Create flow charts of work process
~~ Create responsibility account matrix down to who is responsible for accuracy of record at work completion
~~ Review significance of each main field on Wotrack
~~ Identify field which says which Work Group owns this work
~~ Identify Lead Supervisor/Foreman/TeamLead
~~ Once known, identify Lead Trade (this is important because there could be multiple crafts)
~~ Identify Planner Name
~~ Create Reliability Team
~~ Consider creating a gatekeeper who reviews all incoming work for accuracy. Grade this by requestor-group in terms of accuracy and report metric.
~~ Or (in lieu of above) create a Review Team who looks at all incoming work consisting of Ops Mgr, Maint Mgr, and Chief Planner.
~~ Lastly, consider removing all work order insert capability. Retrain staff to only enter SR. The above Review Team would be only ones who move SR-to-WO. Note: a priority 1 SR can be automatically setup via WF to become WO.
~~ Trust but verify. Run error checks. Post metrics on accuracy/completeness.
