Change Status Toolbar Button Readonly

I am very new to Maximo,
Can anyone help me out to make the Change Status Toolbar Button as Readonly.

You do that from security groups application. You don't make the option
readonly, you will take away that option for a particular security group.
Maximo System Administrative guide will give you this kind of information -
