Primary Shiftnum vs. Work Period ShiftNum while Assigning

We're running into an issue in our Work Order Assignment process in that some of our internal labor rotates the shifts they work on a weekly basis. As a result, for a given labor record, I could have 3 different shifts show up on the Work Period Table for a given 21 day period.
It appears that Maximo uses the "Person.PrimaryShiftNum" to filter records that are returned in both the Work Manager (and the Work Order Tracking Assignments Tab "Available Labor Button" that comes with the Scheduler).
As a result, there are times that the labor record doesn't appear due to these field being out of sync.
Has anyone come up for a fix for this issue? Ultimately, it would make sense to look just at the Work Period Table, but, for some reason, IBM chose not to do this...
Any suggestions would be greatly appreciated!
(We're using Maximo 7.1.1.7)
