Missing external license files path=C:\IBM\SMP\temp\LAPFiles

Maximo 7.5 Language Pack Install Error
I am getting the following error when attempting to install the Spanish
Language Pack into my existing Maximo 7.5 Environment:
Missing external license files, path=C:\IBM\SMP\temp\LAPFiles
Missing license file LI_cs
Missing license file LI_en
Missing license file LI_fr
Missing license file LI_de
Missing license file LI_it
Missing license file LI_ja
Missing license file LI_ko
Missing license file LI_pl
Missing license file LI_pt
Missing license file LI_es
Missing license file LI_zh
Missing license file LI_zh_TW
Missing license file LI_tr
And then I am not allowed to accept the terms to complete the install.
I have tried running the SolutionInstallerGUI.bat with the parameters
recommended in the following IBM issue and it is not helping fix my
problem:

I still see same error.
Any advise how I can get these files to be able to install the Spanish Language in my current Maximo environment.
