Physical Count for Rotating Items

Hi,
I am aware the Maximo doesn't allow to perform Physical Count on Rotating Items, right from Maximo 5. Is there a reason why this is designed to be like this. Though I was aware of the functionality, I never questioned this to myself.
I would like to know if the reason is good enough for the user to ignore the discrepency between physical count (which would always be 0 for rotating items) and the actual current balance for such items.

These items are typically high cost Assets, and as such are closely controlled. They are not consumable items. They have asset records tied to them. If they are lost, then you must retire the asset, these are not really inventory items, they are kept in the stores record to provide visibility of the item when it is not in an operating environment.

The reason why Maximo doesn’t allow a physical count is: each instance of a rotating item is connected to an Asset record. So when you receive a rotating item, the first thing Maximo does is ask for the Asset # of the new item. If you receive 5 rotating items, Maximo asks for an Asset # for each of them.

If you have a discrepancy between the actual number of items on hand and the Maximo count, you need to figure out which Asset # is missing or in the wrong spot, and why. If the Maximo balance is too high, presumably an item should have been transferred to a parent asset somewhere instead of being listed in the storeroom. If the Maximo balance is too low, then you need to figure out which Asset # was not transferred back to the storeroom during the last work order. To figure this out, you usually use the Serial #s on each Asset record.
