For most sites, 80% of all potential improvement lies in the surrounding process & procedure. Conversely the unclear roles & responsibility are the main reason for lack of improvement.
Some issues are more obvious than others:
»» Business rules not formally documented
»» KPIs not really adding value in support of corporate goals/objectives
»» Key strategic or analytical reports not designed
»» Core Team function missing; No business analyst
»» Working level doesn't fully understand purpose of the system; they question the purpose of their involvement; and rather be doing real work.
»» O&M organization seems to be real good at emergency work dispatch and email notifications but no one understands weekly schedule process
Significant change requires bold moves.
