For some organizations, dramatic and significant change is not only required, but it is absolutely critical. By maintaining a system full of customization (stuff that can't easily be upgraded) then you are adding a lifetime cost to the administration of your system. If you are stuck on this old version and not sure how to untangle the web, it may be necessary to do a fresh start and re-implement.
Excessive customization was just one example. You could also have many years of bad data, bad analytics, and lack of direction. Plus, the end-user "buy-in" (the working level) to the EAM system is non-existent. The users are simply going through the steps of creating work orders and entering actuals. Reactive maintenance seems to be the way of life. And lastly, the tipping point of where they decided that this system did or did not do anything for them, was reached long ago. If this describes your situation, a fresh start would provide a new perspective. And for this approach to work, a total re-launch of the system must be accompanied with a reset of the culture including process review and value-add training.
