Actuate 8 with Maximo 6.2.1 login error

Using Actuate 8, Maximo 6.2.1 and SQL 2000.
Have a volume and system administrator account. When I try to sign on to either of these, the error "3009: The specified user name or password is invalid."
The volume password is never changed but it userid, maxadmin, was locked so had it reset. Still cannot log in.
Have tried many different things, even rebuilding the ear files but did not fix the problem.
Would like to hear any suggestions....

look at the rsse logs on the actuate server and see if it tells you anything.
SQL Server can be case sensitive, try variations.
