Often times when the question is asked "why a site is struggling (with finding real ROI)" the answer is management.
For example:
If you tried to create a realistic weekly maintenance schedule, but could not, what would be the number one reason?

Ok, maybe management isn't always supportive of the CMMS system. Heck, let's say they aren't totally informed. And maybe they don't really understand the purpose of asset management. But shouldn't we try to make a difference?
Without this leadership, does it mean you cannot perform failure analysis, perform planning, setup PMs, run analytical reports, and review backlogs?
And could you not create a business model (cost justification) which demonstrates how the ideal (proactive) model could improve the bottom line?
