How would grown-ups set this thing up? We don't have any.

I'm looking at a crufty quick install (VMDK) TSRM 7.2 with lots of bells
and whistles, and I just know we haven't set it up properly. We are at
risk of working for the machinery. Before I even attempt to describe
our situation in detail, I'd like to ask some fairly open questions
about setup.
For an organization with say 10,000 tagged IT assets, 2,500 PC users,
and 40 staff in IT:
Would you set it up all by yourself or would you bring in consultant, or
possibly farm out much of the work?
My proximate concern is that we have paid scant attention to the CCMDB
aspects, have not structured CIs, do not have Deployer's Workbench or
TADDM, have made an obscenely inadequate stab at naming some services,
and have actively resisted setting up classifications or workflows.
All that's running is a ticketing system with no CIs and a manual user
update (type in AD, then swivel in the chair and duplicate that ewffort
into TSRM).
So this looks pretty bad to me, and I say we're heading for disaster,
particularly if we "dump" our assets into this system and wing it from
there.
We are managed by committee and clobbered by the occasional
technological hero approach to starting and stopping disasters whenever
certain folks are bored. So my point is not to critique our
situation--we know it's bad. Rather I am looking for advice, opinions,
even just plain input from folks who have dealt with this as the complex
enterprise-class system it is. You know: grown-ups.
p.s. I am pretty sure there is no upgrade path from the "QuickInstall"
salesman special 7.2 VMDK version to 7.5. So speaking optimistically,
there's a great opportunity to start all over again.
