How to tie affected users in Escalation to Comm Template

I am trying to create an escalation to notify users that their Maximo account is scheduled to be inactivated in 30d. I have an escalation in place to check and inactivate users if they have not logged into Maximo in the past 120d. That escalation has been active and working for some time now with no problems. I shifted the escalation point back to 90d for the notification escalation and I can get that to notify myself without any problems.
So how can I tie the affected users in the escalation to the distribution email for the notification and communication template?

On your Communication Template under Role/Recipient select ACTUSER. I have
something similar when a user has blocked their self..

For some reason my system doesn't have a ACTUSER role. Could you please post the specifics about the role: type, object, value, etc.

Yes sorry this was a role i created..

Role Type = A set of data related to the record

Object = MAXUSER

Value = :EMAIL.emailaddress

After creating the role then you should be able to apply the role to the
template..
