Materials Receipt requesting storeroom

Has anyone run into issues with Maximo 7.5.0 through 7.5.0.3 patch, SQL Server 2008 P2 with the following:
Create a PO for Materials, no items
Approve the PO
Go to Receiving and attempt to create a receipt for the PO and save the record.
I am getting an error that requires a Storeroom for the Item, but I have not identified any items in the PO or on the receipt. No error in the log files with debug turned on.
Any suggestions at this point would be very welcome.

Maybe i'm way off, but would you need at least a storeroom to create a receipt for a PO? Seems you would need a location or workorder to receive against.. Its been a while since i've dealt with PO's so laugh if i'm wrong..

I use Maximo 6.2.6, so my suggestions that follow come from how that version functions; I don't know what, if anything, might have changed by 7.5.x:
--Check you PO Lines. Is your material marked as Direct Issue? It should be, if you want it to not go to a storeroom.
--Sometimes Maximo's messages can be misleading. For it to receive, it ought to have at least one of the following: Storeroom, Work Order #, Location, Asset, or GL Account. Make sure the PO Line and Receipt Line have one or more of those pieces of information.
