Connections and Inbound/Outbound Queue

Here is my setup:
Maximo 7.1.8
Websphere 6.x
4 vitural servers
1 - Report server (BIRT)
1 - MIF server
1 - 2 instances of UI server (clustered)
1 - MS SQL database server
Currently anytime the UI server(s) lose connection to the database server or the servers processor spikes to 100% for a given period of time, the inbound and/or the outbound queue stops processing records. The users can still perform actions within Maximo after db connection or processor usage drops, but nothing goes through the one of the queues (inbound or outbound, never both that we've experienced). The only way I've found to resolve this issue is to restart the Maximo instances in Websphere. I know very very little about or in Websphere but would be interested to know if there is a setting within Maximo or Websphere that would attempt to reconnect or restart the queue process.
