Have you ever sat in on a meeting where the Project Manager says ...
1) We are approaching project completion!
2) Many milestones have been reached
3) Very soon, we plan to implement scheduling

Why is it this is usually the last goal for the project team?
Do they have clear definition of scope?
What exactly is scheduling anyway?
Do users have different expectations?
Is the Project Manager expecting challenges and thus postponing task?
Perhaps, as many have, they have under-estimated the complexities of an advanced process involving culture change.
