I know that's frustrating, but playing devil's advocate, that's a function of IBM trying to support a report that was created outside of their control.
I've had tickets into IBM on the BIRT tool itself and had to make sure I was clear that my problem was with the supported tools (Report Designer) and not the report I was trying to create.
