"We just assumed the vendor had it all figured out. If we install the software, then be default, we will be implementing better/best practices".
I'm sorry to say but this is not true.
Or how about this….
"We enter failure codes (on work orders), so therefore we are analyzing failures".
...not exactly.
Proper utilization of the system begins with the middle level managers ( - meaning the staff who administers MAXIMO).
They have to somehow influence the decision makers and budget holders to move in a certain direction.
And, they have to convince working level to participate in the system.
Hey, …. we never said your job was easy.

This is a common phrase used by sales staff to expand interest in a software product. Or it could be someone who bought the product and wanted to see others use the same thing.
When it comes to identifying the "best software" however, I was hoping that this user community understands the importance of defining the requirements first. One cannot always assume that the software solution will meet all of your requirements.
For example, lets pretend you were looking for Scheduling software. The Core Team should first ask the internal work groups about their requirements. Maybe they have an existing process, or Excel spreadsheet. How many manhours are they able to commit to this process? Do they desire feature improvements?
Here is a list of possible scheduling requirements:
1) Ease of use. Minimal clicking. Able to generate a schedule direct from main system.
2) Able to generate weekly schedule.
3) Able to visual/see this schedule in a calendar format.
4) Able to add work to schedule via a calendar format.
5) Able to link craft codes to work.
6) Able to link labor codes to work.
7) Able to see resource planned availability.
8) Able to enter planned absences (exceptions to shift calendar).
9) Able to enter Estimate to Complete when work carries over from week to week.
10) Able to control sort of backlog with multiple select statements and individual sorts creating the "decision set" for resource leveling.
11) Able to generate automatic resource leveling, so that even a small staff can benefit form this feature.
12) Outage scheduling with lots of logic ties and total float calculations.
13) Capital project tracking
14) Project cost tracking (using WBS)
You may have other requirements such as reports.
Make your list up. Then test the software.
By the way, there are several vendors who provide drag-and-drop ease of use feature now days. I have no bias. Alphabetically, they are:
AKWIRE
CiM
MAXVS
IBM Scheduler is in there somewhere.
But maybe drag-drop is not that important but logic ties are, in which case PRIMAVERA would be best.
Last bit of advice: if you have to hire more staff or provide more manhours to generate output, then is it really the best solution?
