Inspecting problems in my web admin console I see the following:
I have 3 app servers in a cluster running on 1 server.
My cluster shows a solid green arrow as fully started.
Yet one of my app servers shows a solid X as stopped.
Cannot stop/start the app server as the system says it is already started.
Worse yet, under applications >> enterprise applications my
Maximo and Maximo help are showing up partially started?
Can anyone provide advice how to correct this and perhaps what may have caused it?
Thanks you in advance

Have you done any changes or restarts to the app server recently or did the 3rd app server stop running for some unknown reason?
Take a look at the SystemOut.log file for the failed app server and check to see if there is any indication of what caused the app server to stop.

Try one or the other.(Assuming WebSphere)
Then restart and as Jason said look at your logs.
Immediate Stop
This option is only available for application servers.
When you click this button, the selected sever stops but the normal server quiesce process is not followed. This shutdown mode is faster than the normal server stop processing, but some application clients might receive exceptions if an in-flight request does not complete before the server process shuts down.
Terminate
This option is not available for Version 5 JMS servers.
You should only click Terminate if the server does not respond when you click Stop, or, Immediate Stop or when you issue the Stop or ImmediateStop commands. Some application clients can receive exceptions. Therefore, you should always attempt an immediate stop before clicking Terminate.

Ok an update after doing some work.
The following are all started successfully
Web server
cluster
3 app servers in cluster
node agent
node agent is sychronized
Enterprise applications
Maximo help
I tried to stop/start the Maximo application because it was only partially started and got the following error message:
Application Maximo did not start successfully on all servers in the cluster
I then looked in system.out log and saw NODEUI02 does not contain the statement:
Server NODEUI02 open for e- business
The other two app server do have that in log files but i do not know how to resolve the problems

Hello,
As far as I know a cluster have to start all at once. This means that
start/stop operations must be done at cluster level.
Another thing that worked for me in the past was the restart cluster
operation. All from websphere console.

Thanks Jason but I think I confused you with my explanation of the problem.
My application servers all start fine. The problem is the Maximo application run on the app servers is not starting on 1 in the cluster.
I need a solution to get Maximo application running on that server

runs that application?

Thanks for all the help/support. I had to terminate the application server and then start it to resolve problem. Better question is what did terminate do that made it work? Clean cache? End hanging process?
Any ideas?
