Just want to get to Maximo 7.5

Strange problem. Running into integrity error that looks like ot was resolved in 7.1.1.5
I am running on 7.1.1.7 and trying to push 7.1.1.10
But I get this error CTGIN2499E. Maximo Base Service is not found. and instructions say run setenv and blah blah.
The thing is - I ran the upgrade to get to 7.1.1.7 which seems it had this same issue. Start the installation using a Non-Admin ID......what.
I just want to get by this.............

I moved computers back in 2011...
Had to re-install 7.1.1.5
then upgrade to 7.1.1.7
then Upgrade to 7.5
Crazy....

If you environment is a clone of an actual install it is almost impossible to upgrade or install a patch.. IBM recommends a fresh install and will not give information of how to get past the error..

Ed Winchester’s document (from IBM) is about the best out there for doing upgrades:

The problem is there are so many variables that they (MRO/IBM) have to define “jumping off points” (versions) that are supported for an upgrade. If you’re not at one of those points then the upgrade will fail (usually). Can you provide more information as to where you were and what version and where you were trying to go??

We built all of our environments (except the first one of course) as clones and haven't had any issues upgrading or patching. There is a file, \IBM\SMP\etc\install.properties, that you need to look at to make sure you have all the correct values.

Our issue may have related to we cloned to a partition (d:/ibm/smp) and the original install was (c:/ibm/smp) since we did not maintain the same folder structure including the same drive letter. We also updated the install.properties, but when upgrading from 7.5.0.1 to 7.5.0.4 on the d:/ibm/smp it would fail and failed due to it was attempting to install on the c:/ibm/smp..

I think a lot of it may be the install.properties
but I thought I would go ahead and upgrade the empty database from 7.1.1.7 to 7.5
so pointed everything back to the c:\ibm\smp_demo
which is where I started the install from stratch - and it failed...but I think I mistyped a password in somewhere and I do not feel like trying to find it tonight.
I was wondering if I rename the directories - so that the Deployment engine does not flake out. So sense my bare bones install started in ibm/smp_demo - that I rename it to someelse and rename the ibm/smp_test to smp_demo?
the ibm/smp directory is my production system - so its running 7.1.1.7 just fine.
I only have one box to play with....!

Are you saying that you are doing a test upgrade on the same box that is running your production system?
