A user created a QBR and scheduled it to run and email nightly.
That user is gone and now Inactive in Maximo. The report does not run as scheduled since he became inactive.
What is the best way to make the report run as scheduled again?
Do i need to change values in the database to reflect an active user?

You might be able to go into report administration and give the report access to a group and then reschedule it.. Or change the owner in report table and edit it then..

Im struggling with how to reschedule the report. I have changed the owner in the report table and now want to test if it runs by scheduling for 10 minutes in the future.

I'd suggest that you export the QBR report from Maximo and then
re-import it as a standard BIRT report. Then schedule the report via
MAXADMIN (or another system account) to ensure it will always be
available. This gets away from any backend changes and SQL queries to
update query ownership, report ownership and cron tasks schedules.
