Outside Labor Transactions

I've been asked to look at documenting outside labor on to work orders in Maximo 7.1.x. Input from our Planners has come up with 3 general ways to do this:
1. Setup a generic Labor record called 'Contractor' and use it for everything.
2. Setup Labor records for the specific vendor and use multiple crafts to get specific labor cost rates.
3. Go full tilt and do it the way Maximo was designed with Labor Contracts, Labor Records, crafts, etc.
Just curious how others are capturing outside labor, if at all?

I have a client that is adding them to the labor table with a prefix of V (and creating the person record with the same code) and then assigning then the craft(s).  Similar to your #2 suggestion but down to individuals for this site.  The last name in the person record is xxx - yyy company (Smith - ABC Company) and that way they can search for the company name also.  The second site is doing it exactly as you described in #2.
 
A previous client did #3.  More initial set-up, but they wanted to track outside labour costs and cut POs and match invoices for accounting needs.
#1 would be a mess with planning and scheduling.  Same labour record could be against multiple WOs at the same time and no record of whom is actually to do or doing the work.

Thanks for the feedback. I agree about the headaches with option #1 and like your suggestion of V_companyname.
