User with new PC can no longer download to Excel or export BIRT reports to Excel

I would look into the browser at
Internet Options >> Security >> Custom Level
and make sure the correct rights are enabled.
I believe we had a user have same problem after a new PC and that was the issue.

We ran into the same issue in 7.5.03 and IBM gave us a work around for the download icon. When you have a list you want downloaded RIGHT click on the download icon and select 'Save Target As' you can save and open in excel, fix coming in 7.5.04 or 7.5.05
