I am new to the inventory module and was wondering if there is a cycle count application in Maximo.
You can enter and reconcile within the inventory module, the Fleet solution has a specific module for executing counts.

The cycle count functionality is based on ABC Categories. In a nutshell, the procedure would be:
1. Set up your ABC breakpoints in the Organizations application, also determining how often each breakpoint should be counted.
2. Run the built-in ABC Analysis report on your items. Maximo will suggest which category they should be in (A, B or C), based on usage and cost.
3. Click on the link at the end of the ABC report to actually update your inventory records to the specified category and count frequency.
4. Print the built-in Cycle Count report to give you a list of which items need to be counted.
