Memo Required when WO New Status is (COMP, CLOSE) and No Actual Labor Hours

We are trying to set up the memo field in the change status screen to be required when the new status is COMP or CLOSE and if the actual labor hours are 0. Tried to set up using Database Configuration, Conditional Expression Manager, and Global Data Security... but its not quite working right. I only want the memo field to be required when the user selects a new status from the drop down list and the criterias are met. I don't want the memo field to be required before the new status drop down is selected.
