advice for setting up routes and jobplans with travel time

We are using routes and job plans in creating PMs but can't figure out how to include labour plans when there is travel involved . For each building we know the total number of assets and the time it takes to do the inspection. the problem is when we want our labour plans to include travel time to each building which can be significantly different.
Do we set up a separate jobplan for each location with the labour set to the total time (including travel) divided by the number of assets? rather than the time to do a single inspection. then when the workorders generate a child wo for each asset and the parent will show the total time.

E.G. 15 min for each inspection
building one has 8 fire extinguishers and has 1 hour travel time. total = 3 hours. set labour at 22.5 min
building two has 6 fire extinguishers and 3 hour travel time. total = 4.5 hours. set labour at 45 min
building three has 4 fire extinguishers and 0 travel time. total = 1 hour. set labour at 15 min

then what happens when assets are added or removed from the route? building 3 will adjust correctly but not the others.

Is the best way to do it or is there a way to have the same jobplan used for each building. we are not locked into using routes generating child workorders, if changing would give a better outcome.

I think I would approach this in a different manner. I would decompose the problem first.

It takes how much time to inspection building A? That's your "wrench time" so to speak.

It takes time to travel to building A, but is the origin always the same? Always? Really? Let's say it's not. If you really want to measure all of this, you need plans like "Travel From O to A" and "Travel from O2 to A" which can encapsulate those times. Then it's a matter of composing your route to include a plan for travel from origin to A, work at A, then travel from A to B, then work at B... and so forth.

I would never recommend including travel in the work time. It's bullshit and subject to too many variables unless you are on a campus and can determine travel times between buildings at the plant. Even then, you will have this urge to build in slack and that's where it falls down. Just measure the work, and when you get the start and end times for the whole workorder, you can look at subtracting out wrench time to get the waste value. Or "prep time".
