In my workflow designer I have a process called WORKRQST and in that is a process node titled "Verify" it has tow actions INITWO - create work order from work request.
SR CLOSED - cancel work request and send notice to requestor.

Can you provide any more information about your SR work process?
If there is some data point captured that means rejected, there is usually a way to query for it.
