I just curious what is the differences between Internal / External Change
in PO module? I have revised to rev 1 (internal) and rev 2 (external) but
only flag 1 / 0 differentiated.

I believe it does not affect how Maximo treats those revisions. You can setup business process around this flag or modify logic in reports based on a value in this field. E.g. send PO Details report on approval of revision if the flag is set to Public.
