I had the same issue at one point a month ago and all I did was restart the services for actuate. Then I was able to login back in to actuate.
I have the same as you Actuate 8 Maximo 6.2.1
I didn't rebuild the ear file.

Subject: [MAXIMO List] Actuate 8 with Maximo 6.2.1 login error
Using Actuate 8, Maximo 6.2.1 and SQL 2000.
Have a volume and system administrator account. When I try to sign on to either of these, the error "3009: The specified user name or password is invalid."
The volume password is never changed but it userid, maxadmin, was locked so had it reset. Still cannot log in.
Have tried many different things, even rebuilding the ear files but did not fix the problem.
Would like to hear any suggestions....
