We need to track monthly fixed contracted costs by specific locations. There are multiple types of costs for each location and each location has a different cost. The costs need to go on work order actuals (services?). I need something I can automate without a lot of user overhead. I was thinking starting with a blanket po and adding a location crossover?
Any suggestions?

Can you give us an example? And to clarify, can a location have one cost or more than one type of cost? Is the cost:location pair one to one?

These are Park locations and the costs are for contracted maintenance services. The costs are fixed monthly costs - but they are different for every location and type of service. So a location can have more than 1 type of cost but the costs are one to one for location / type of service.
